摘 要
行政审批制度改革经历了连续多次大批量调整和取消行政审批事项，目前我国行政审批制度改革已经进入深水区。尤其党的十八大以来，习近平总书记多次提出要“深化行政体制改革”的要求，直到党的十九大成功召开，再次强调“坚持全面深化改革”，行政审批制度改革的力度不断深入加强。
随着改革的不断深入，我国行政审批改革取得了重大成就，代表性的有行政服务中心、行政审批局以及网上行政审批等。但是这些成就只能说是我们左后取得审理的一小步，我国行政审批制度改革依旧面临着困境，特别地方行政审批制度改革中的问题最为突出。以武汉市行政审批制度改革为例，其改革过程中比较突出的问题有：法律法规的不完善，审批事项取消或下放不彻底、不合理，行政监督机制不完善，信息共享深度不够等，这些都阻碍了新时代行政审批制度改革的进程。为了实现中华民族的伟大复兴，保证市场经济活力，必须深化行政审批制度改革。
本文通过查阅文献资料、走访调查、进行深刻剖析，通过整理和分析武汉市在全国行政审批制度改革背景下的历史资料和法律依据，梳理武汉市数次改革创新实践，了解行政审批制度改革发展的方向。结合实地调研情况，对目前武汉市行政审批制度改革中突出的问题，提出完善行政审批制度改革的建议。
正文共分四部分。第一部分是绪论，介绍了本研究选题目的及意义、国内研究情况以及本文的研究方法，创新、不足之处。
第二部分结合整理的文献资料，论述了我国行政审批制度改革的时代背景、法律依据及与法治政府建设的关系。
第三部分以武汉市为例，详细分析武汉市近年来行政审批制度改革的现状及其存在的问题。
第四部分针对武汉市行政审批制度改革过程中取得的成就和存在的问题，从法律法规政策角度为武汉市进一步深化行政审批制度改革提出相应的对策和建议。

Abstract
The innovate of the administrative examination and approval system hasundergone many major adjustments and cancellation of administrative examinationand approval. Especially since the eighteenth congress, general secretary xi repeatedlyto the requirements of deepening the innovate of administrative system, until thesuccess, the party's 19 again "to comprehensively deepen innovate." The innovate ofthe administrative examination and approval system has been strengthened.
With the deepening of the innovate, many new ways of examination andapproval have appeared in China's administrative examination and approval, typicalof administrative affairs hall, administrative examination and approval bureau andonline administrative examination and approval. They not only improveadministrative efficiency, but also reduce the cost of business. But at the same time,we should realize that the innovate of administrative examination and approvalsystem in China still faces difficulties, especially in the innovate of localadministrative examination and approval system. For example, the Wuhan has manyproblems in the innovate process including: the imperfect laws and regulations, tocancel or down halfway, unreasonable examination and approval matters, theimperfect administrative supervision mechanism , not enough depth the informationsharing , etc. These hinder the progress of administrative examination and approvalsystem innovate in the new age. In order to realize the great rejuvenation of theChinese nation and guarantee the vitality of the market economy, we must intensifythe innovate of the administrative examination and approval system.
The thesis, through collection of literature consulting, case data, sorting andanalysis of Wuhan city in the local administrative examination and approval systemreform under the background of historical context and several innovation practice,understand the developing direction of the innovate of the administrative examinationand approval system. Combining with the field investigation, this paper puts forwardsome proposals to improve the innovate of the administrative examination andapproval system.
The text has four parts. The first part is the introduction, which introduces thepurpose and significance of this research topic, the innovate of the domesticadministrative examination and approval system, and the research methods,innovations and shortcomings of this paper.
The second part discusses the background, legal basis and relationship betweenthe innovate of administrative examination and approval system in China.
The third part takes Wuhan as an example to analyze the current situation andexisting problems of the innovate of administrative examination and approval systemin Wuhan.
The fourth part in the process of the innovate of the administrative examinationand approval system in Wuhan achievements and the existing problems, from the perspective of policy laws and regulations to further intensify the innovate of theadministrative examination and approval system in Wuhan put forward thecorresponding countermeasures and Suggestions.
